Appointment of Lord Chief Justice as FMLC Chair

The FMLC is delighted to announce the appointment of The Rt Hon The Lord Thomas of Cwmgiedd, Lord Chief Justice of England and Wales,† as Chairman of the Financial Markets Law Committee (“FMLC” or the “Committee”). Lord Thomas will succeed Lord Walker, who has served as the Chairman of the Committee since April 2013.

I and Members of the FMLC are extremely grateful to Lord Walker for his invaluable and generous participation in the FMLC’s work for over four years. Lord Walker oversaw the FMLC’s registration as a charity, guiding it capably through the teething pains of incorporation while prioritising its new standing as an independent organisation. He also steered the Committee’s response to the substantial legal risks generated by the U.K.’s momentous decision to withdraw from the European Union last June. Lord Walker has been an immense support to the Secretariat, even sponsoring an annual, morale-boosting quiz night.

As the U.K. begins to navigate its withdrawal from the E.U., the FMLC’s work is more important than ever. Steered by Lord Thomas’ comprehensive knowledge and eminent experience of interpreting legal complexities, the Committee will continue to identify and analyse the resulting legal uncertainties and make recommendations to resolve them.

† Lord Thomas was appointed a Judge of the High Court of England and Wales in 1996 sitting in the Commercial Court. From 1998-2001 he was one of the Presiding Judges of the Wales and Chester Circuit. He was Judge in Charge of the Commercial Court in London from April 2002 to July 2003, when he was appointed as a Lord Justice of Appeal. He was President of the European Network of Councils for the Judiciary from May 2008 to December 2010. He was the Senior Presiding Judge for England and Wales from 2003 to 2006. From 2008 to October 2011, he was Vice-President of the Queen’s Bench Division, and was President of the Queen’s Bench Division from October 2011 until his appointment as Lord Chief Justice in 2013. Lord Thomas will assume his position as Chairman of the FMLC in November 2017, upon his retirement from the Judiciary.

Lord Walker was appointed as Queen’s Counsel in 1982. He also appeared in court in the Cayman Islands, Bermuda and Singapore. In 1994 he was appointed as a High Court judge, followed by appointment to the Court of Appeal in 1997 and to the House of Lords (in its judicial capacity) in 2002. When the Supreme Court of the United Kingdom was established in 2009, he became one of the first justices of that court. He retired in 2013 but still sits as one of the non-permanent judges of the Hong Kong Court of Final Appeal.
